Governor Blagojevich Enacts Landmark HIV Testing Bill

Governor Rod Blagojevich today marked National HIV Testing Day by signing into law Senate Bill 929, which allows an expansion of voluntary HIV testing while preserving patient rights to testing with informed consent. The bill, sponsored by State Representative La Shawn K. Ford (D-Chicago) and State Senator Carol Ronen (D-Chicago), resulted from the leadership of the Illinois Department of Public Health (IDPH) to convene and gather input from such diverse stakeholders as the AIDS Foundation of Chicago, the American Civil Liberties Union (ACLU) of Illinois, the AIDS Legal Council of Chicago, the Illinois State Medical Society, the Illinois Hospital Association, and the Chicago Department of Public Health. read more »
ACLU Testifies Before Chicago City Council on Plan to Improve Civilian Oversight of Alleged Police Misconduct

ACLU of Illinois Staff Counsel Adam Schwartz today told a Committee of the Chicago City Council that Chicago "must have an independent and effective system of investigating allegations of police misconduct." The testimony came as the Council's Police and Fire Committee consider a proposal by Chicago Mayor Richard Daley to restructure the civilian agency - the Office of Professional Standards - responsible for investigation such allegations of abuse. In addition to addressing the Mayor's plan, the ACLU of Illinois offered suggestions on ways that the City could further improve the civilian oversight of police conduct. The hearing comes after several incidents in which police officers - on duty and off - were captured on videotape engaging in violence against unarmed citizens. Illinois General Assembly Acts to Protect Free Press Rights for University and College Newspapers

Overwhelming votes in both the Illinois House and Illinois Senate will help ensure that college newspapers across the State of Illinois enjoy free press protections offered by the First Amendment to the U.S. Constitution, even if those newspapers are funded by college or university funds, according to the ACLU of Illinois. The response came after Thursday's 112-2 vote in the Illinois House approving Senate Bill 729, the College Campus Press Act.
