The woman, Shirley Preiss, is a US citizen, but cannot register to vote without proof. She was born in Kentucky in 1910, before birth certificates were issued. She doesn't drive anymore and has never had a passport.
This is the result of so-called voter "fraud" laws. Despite no evidence of actual fraud, these laws bar citizens from accessing the ballot. According to ktar.com, over 40 thousand registrations have been rejected in Arizona since the new ID requirements went into effect. Moreover, those disenfranchised are precisely the people who are somehow, mysteriously, always disenfranchised: the poor, the elderly, minorities... The same folks who have always faced extra hurdles in accessing their right to vote.
