A Boeing Co. subsidiary accused by the American Civil Liberties Union of facilitating torture by providing services to the CIA for secret overseas flights said it does not, as a rule, inquire about its customers' business. The ACLU filed a lawsuit Wednesday claiming Jeppesen Dataplan, Inc., enabled the clandestine transportation of three terrorism suspects to secret overseas locations where they were tortured and subjected to other "forms of cruel, inhuman and degrading treatment." read more »

Frustrated by a lack of improvement at the Cook County Juvenile Temporary Detention Center, advocates have asked a federal judge to give some control of the facility to an independent authority. Citing fresh allegations of abuse, staff shortages and insufficient mental-health services, Northwestern University law professor Thomas Geraghty, appointed by Judge John Nordberg in 1999 to represent the center's residents, asked Nordberg Tuesday to appoint a receiver to operate the center and implement reforms. read more »

"The staffer for the homeless shelter didn't seem to understand Michelle Wang's explanation why she needed a place to stay. Wang offered again over the telephone how she had broken up with her girlfriend and moved out of the apartment they shared. The staffer appeared to become agitated, raised her voice and continued to profess confusion, Wang said.
Finally, Wang blurted out that she was a lesbian. The staffer immediately put her on hold. After a long wait, Wang got the word she feared: There were no beds available. She would have to fend for herself for another night in the unseasonably cold fall weather. In complaints with city and state officials and in an expected lawsuit, the 27-year-old Wang alleges New Life Interim Housing, a homeless shelter in Chicago's Rogers Park neighborhood, discriminated against her on the basis of sexual orientation." read more »

Unpaid bills, poor bookkeeping and untracked absenteeism all contributed to deteriorating conditions at the Cook County Juvenile Temporary Detention Center, according to an audit released Wednesday.
"The absence of financial controls is a symptom of a larger problem -- that the facility has failed to provide the leadership, oversight, accountability and consistency that is essential to creating an environment of safety and adequate services for the children," said American Civil Liberties Union attorney Benjamin Wolf. read more »

Nearly everyone agrees more voluntary HIV testing is a good thing -- a critically needed thing. People who don't know they are HIV-positive -- and according to the AIDS Foundation of Chicago, 10,000 Illinoisans are in the dark, 8,000 of them in the city, at least two-thirds of them people of color -- are putting themselves and those with whom they have relations at serious risk. Individuals who test positive, knowing of their condition, have a much better chance of surviving it through treatment and counseling. read more »
